(A) The Council has identified the need to develop and/or update a master plan or strategic plans for both long-term and short-term purposes that will address the goals of the Tribe and assist the leaders of the Tribe and the Departments in fulfilling the needs of the Tribe and its citizens.

(B) A Planning Office is needed to address not only land use and development issues, but also assist the Tribe in preparing and submitting various grant applications for all the Departments and programs within the Tribe.
